“The Chanhassen City Council approves a resolution authorizing submittal of the City of Chanhassen 2040 Comprehensive Plan for Metropolitan Council review and approve a resolution approving the Local Surface Water Management Plan."
Approval requires a 2/3 Vote. |

| | | | | | | | SUMMARY |
Minnesota Statutes Section 473.858 requires a local governmental unit to submit its proposed Comprehensive Plan to the Metropolitan Council following recommendation by the Planning Commission, and after consideration but before final approval by the governing body of the local governmental unit. |

| | | | | | | | BACKGROUND |
The Planning Commission held a public hearing on July 17, 2018 to review the proposed 2040 Comprehensive Plan. The Planning Commission voted 6-0 to recommend approval of the 2040 Comprehensive Plan for submittal to the Metropolitan Council. The Planning Commission minutes for July 17, 2018 are attached.

| | | | | | | | DISCUSSION |
The city must submit the 2040 Comprehensive Plan to the Metropolitan Council by December 31, 2018. The Metropolitan Council than has 15 business days to determine completeness of the submittal. If the plan is found to be complete for review, the Metropolitan Council than has 120 calendar days from the date they received the plan to complete their review and take formal action on the plan. Only after approval by the Metropolitan Council may the city adopt a resolution implementing the 2040 Comprehensive.
The Local Surface Water Management Plan must follow a separate and mandatory review process pursuant to Minnesota Statutes 103B.235 and Minnesota Rules 8410 and therefore, a separate resolution is proposed to approve it. The Local Surface Water Management Plan is also a required chapter in the 2040 Comprehensive Plan. |

| | | | | | | | RECOMMENDATION |
Staff recommends approval of the resolution authorizing submittal of the 2040 Comprehensive Plan, as revised based on comments from the City Council, to the Metropolitan Council for their review and determination of consistency with the metropolitan system plans and approval of the Local Surface Water Management Plan. |
